I only got Webslicer available in a new run / savegame after I collected the Heatseeker (in my first run). You can get 1 (of at least 3) secret weapon in each run / savegame. You can´t find a 2nd secret area in 1 world (only 1 secret area in a world / map part) There are 5 random secret worlds in each run / savegame.
